Doctor of Legal Sciences, advocate. Head of the Grants and Development Incentives Team at BLSK. For over two decades, he has supported enterprises in the financing of investments and development activities, with particular focus on foreign direct investments, public aid, tax incentives, EU funds and national grants. Co-author of numerous publications, five books and a report for the Polish Ministry of Science and Higher Education concerning the development of a new model of tax incentives for research and development in Poland. He specialises in projects related to the identification and development of R&D activities, creating dedicated expert teams. He has served as an expert to the Minister of Economy in the implementation of tax incentives for innovative activities and co-created the system of tax incentives in Slovakia.

EXPERIENCE

Implementation of international projects and management of interdisciplinary project teams in Central Europe and North America.
Advising on reforms of tax incentive systems and public aid in Poland, Slovakia, Romania, Croatia and Canada.
Advising on the largest investment and R&D projects carried out in Poland, including projects in special economic zones and the Polish Investment Zone.
Supporting global corporations from the industrial, energy, food, outsourcing and new technologies sectors in developing investment strategies, selecting locations and obtaining funding for innovative development.
Conducting negotiations with public administration authorities (both central and local) and agencies responsible for supporting economic development.
Representing clients in proceedings concerning public aid and competition law, including before the European Commission and the Court of Justice of the European Union.
Establishing grants teams in law firms: BLSK, Dentons, Deloitte, Accreo/Crido and EY.
