Attorney-at-law and Partner heading the Digital practice at BLSK. Expert with over 15 years of experience, combining unique regulatory knowledge with business practice at the intersection of e-commerce, media, new technologies (AI), and telecommunications. Formerly one of the key architects of Poland’s national digital policy. In 2011–2015, inter alia, as Director of the Telecommunications Department at the Ministry of Digital Affairs (formerly MAiC), he was responsible for key technological transformation processes for the state. He supervised the implementation of digital terrestrial television (DVB-T) in Poland and coordinated strategic broadband investments, including projects under the Digital Poland Programme. Co-author of fundamental legislative acts, including amendments to the Telecommunications Law and the so-called “Mega Act”.
EXPERIENCE
- At BLSK, he manages a team advising entities from regulated sectors. He specialises in comprehensive legal support for media, electronic communications, and companies implementing solutions based on artificial intelligence, ensuring compliance with European and global regulations.
- e also gained experience as a member of the TMT team at the international law firm Dentons (offices in Warsaw and London), where he advised on M&A transactions of telecommunications operators, blockchain projects, and roaming-related issues in the EU. He also has extensive transactional practice in the energy sector, including acquisitions of wind and photovoltaic farms.
- He provided legal advice on merger and acquisition projects in the energy sector, including acquisitions of wind and photovoltaic farms. His experience also covered green energy development projects and complex arbitration proceedings.
- As Director of the Telecommunications Department (previously Head of Division) at the Ministry of Digital Affairs, he was responsible for shaping and implementing national telecommunications policy. He was directly responsible for the successful rollout of digital terrestrial television (DVB-T) across Poland, which constituted a milestone in the digitalisation of media. He managed activities related to the development of strategic broadband infrastructure investments, including projects financed from EU funds under the Digital Poland Operational Programme. He was co-responsible for the drafting and amendment of fundamental legislative acts, including the Telecommunications Law, the Postal Law, and the so-called “Mega Act”, supporting the development of telecommunications networks and services.
- He worked closely with postal operators, supporting them in the processes of service modernisation and adaptation of their operations to dynamically changing regulatory requirements.
- Special projects: He provided dedicated legal advisory services for international film productions. He advised, inter alia, on the Oscar-winning film The Zone of Interest and the production A Real Pain.
