Michał is heading Grants and Development Incentives Team in BLSK.

He has been creating, developing and leading legal and consulting teams at EY, Accreo/Crido, Deloitte, and as a partner at Dentons Europe for 7 years. Has got over 22 years of experience in advising on foreign direct investments in Poland and Central Europe, investment incentives and reliefs for enterprises, innovation and state aid. He specializes in advising on financing investments and development activities, including R&D from non-commercial sources (EU funds, government grants, tax reliefs). He created and managed international and cross-functional project teams in the Central European region and internationally working in Deloitte Canada.

Michał has supported clients on the largest investment and R&D projects in Poland executed in special economic zones and the Polish Investment Zone in the manufacturing, food processing, energy, new technologies, outsourcing and other sectors. He has supported leading international companies in developing investment strategies, selecting locations, implementing and conducting the investment process and its further development based on innovative activities in Poland.

His advice includes negotiations with central administration, local governments and agencies supporting the development of investments. He has got many years of experience in proceedings related to state aid and competition law, including procedures for notification of state aid to the European Commission and conducting proceedings before the Court of Justice of the European Union.

Michał advises on the identification and optimization of non-commercial sources of financing for investments and R&D works and innovation. He carries out projects in the field of identification and definition of research and development activities of enterprises in many sectors based on the creation and coordination of dedicated teams composed of researchers, theoreticians and business practitioners. He advised on changes in state aid and tax relief regulations in Poland, Slovakia, Romania, Croatia and Canada.

He is a co-author of numerous publications, including a report for the Ministry of Science and Higher Education on the new model of the system of tax incentives for research and development activities in Poland. He directly assisted in the creation of the tax relief system in Slovakia. He was also an expert of the Minister of Economy on the introduction of tax reliefs for research and development activities in Poland.
