Konrad Siezieniewski – associate in the Grants and Development Incentives Practice at BLSK, expert in the field of public aid law and financing of research, development and investment projects.
Konrad is a graduate of the Faculty of Law at the University of Warsaw. He specializes in Polish and EU state aid law, with a particular focus on legal, substantive, and financial aspects related to obtaining non-commercial funding for research and development as well as investment projects — including EU funds, government grants, and tax incentives.
He has many years of experience advising both Polish and international enterprises — from SMEs to large corporations — on identifying, optimizing, and implementing investments and innovations across a range of sectors, including manufacturing, new technologies, automotive, IT, and food processing.
Konrad’s core area of expertise lies in the comprehensive management of grant and tax relief application processes. He supports clients at every stage — from analyzing available funding sources, through developing application strategies and preparing documentation, to the final settlement of the project. He also provides strategic advice on investment incentives, R&D activities, research agendas, business plans, and financing strategies.
He is a co-author of numerous reports, analyses, and publications focused on public funding and implemented projects. He actively contributes to initiatives promoting the use of R&D tax incentives and securing tax exemptions within the Polish Investment Zone. In addition, he has hands-on business experience in successfully obtaining EU funding and delivering co-financed projects. He has participated in grant initiatives with a total value exceeding PLN 3 billion and has contributed to securing over PLN 1.5 billion in public funding.

• Polish and foreign SMEs and large enterprises: Consulting on public aid projects, including identifying potential projects, producing analyses and business plans, procuring support, supervising project implementation and completion, and compliance reviews in respect of aid and incentive regulations.
